Thomas Morrow was the Director of NCIS at the time of the investigation into Lt. Loren Singer's murder which took place in April 2003.
Two years later, in September 2005 and during the NCIS Season 3 premiere episode, Kill Ari Part 1, after the death of NCIS Special Agent Caitlin Todd at the hands of rogue Mossad agent, Ari Haswari, Morrow resigned from his role as the Director of NCIS, having accepted a position at the Department of Homeland Security.
He was eventually replaced by Jennifer "Jenny" Shepard, a woman who had been Leroy Jethro Gibbs's former partner and girlfriend and following Jenny's death three years later in May 2008, the role of NCIS Director was taken over by Leon Vance.
