Edward Sheffield was a Senator who was later appointed Secretary Of The Navy. He replaced Secretary Alexander Nelson. Sheffield is portrayed by Dean Stockwell who was also on Don Bellisario's creation Quantum Leap and also recently appeared in a NCIS: New Orleans episode.
